Hydrologic feature model released by the Open Geospatial Consortium (OGC)

To provide the members of CHy, in preparation for the 14th session of the Commission for Hydrology in Geneva, Switzerland, from 6-14 November 2012, with information on the Hydrologic Feature Model released by Open Geospatial Consortium (OGC) and initiate a discussion on whether or not CHy should adopt the Hydrologic Feature Model as a standard and endorse and promote its use. What can CHy do in this area as part of its future programme of work? Comments on this document and the role that CHy should play in this topic area can be made in advance of CHy-14 through postings on this e-forum. Comments can be taken into consideration in the preparation of inputs to CHy-14.

The importance of standards in National Hydrological Services (NHS) operations

To provide CHy members, in preparation for the 14th session of the Commission for Hydrology in Geneva, Switzerland, from 6-14 November 2012, a rationale for using standard procedures in National Hydrological Service operations, and to encourage the expanded use of such procedures in accordance with WMO guidelines and recommendations.

A Note on Stationarity and Nonstationarity

During the Third Session of the CHy Advisory Working Group in December 2011, there was a discussion of the terms "stationarity" and "nonstationarity." As these terms have traditionally had important implications for water resources engineering and management, their use has tended to be precise and rigorous. Recently, however, the term nonstationarity has been used to imply a process behavior that is synonymous, uniquely, with change and, by inference, with climatic change. Such usage has resulted in considerable misunderstanding because, in reality, stationarity and nonstationarity are essentially indistinguishable except where changes in an underlying process are so dramatic that no statistical assessment is necessary. As a result, the President of CHy requested that a brief technical note be prepared for dissemination on the CHy e-Forum that clarified the meaning of these terms, and provided a more accurate context for their use. The following document was prepared in response to that request.
