On the basis of a Memorandum of Understanding signed between WMO and the Mekong River Commission (MRC) a Concept Document has been jointly prepared by WMO and the MRC in July 2003 The document has been circulated to all NMHSs and the National Mekong River Committees and on the basis of comments received a project proposal has been developed to seek funding for a full implementation of the project possibly from early 2005. The first consultation meeting was held on October 2003 in Phnom Penh. It proposed amendments to be made to the concept paper to assure full integration of similar on-going projects.

The Fonds Français pour l'Environnement Mondial (FFEM, the French component of GEF) expressed interest on funding the project and appointed a consultant to review the concept paper and present a project proposal. This project proposal has been prepared in close consultation with WMO and the Mekong River Commssion after a series of country consultations and a regional meeting in early 2005. The final draft project document has been discussed with the Agence Française de Développement (AFD). AFD has indicated its preparedness to fund the project. At present further comments are included into the project document to be submitted to AFD early 2006 for funding.

The objective of MEKONG-HYCOS is to establish and operate a real-time flood information system in the Mekong basin with Cambodia, Lao, Thailand and Vietnam as participating countries.
