WHYCOS Team in WMO Secretariat

The WHYCOS programme and the regional HYCOS projects are supported by the scientific and administrative staff of the Hydrology and Water Resources Branch in the Climate and Water Department at WMO.
 
Under the supervision of the Director of the Climate and Water Department and coordinated by the Chief, Basic Systems in Hydrology Division, each officer is responsible for the implementation of specific projects according to his regional responsibility as follow:
 

 

Avinash TYAGI - Director of the Climate and Water Department

Mr Avinash Tyagi joined WMO in February 2003 as Director for Hydrology and Water Resources Department. In January 2008, under the new structure of WMO, after merging the Hydrology and Water Resources Department with World Climate Programme in one Department, he was appointed as Director for the new established Climate and Water Department. Before joining WMO he was working as Commissioner of Policy and Planning at the Ministry of Water Resources, Government of India.
Tyagi has a B.Sc degree in Civil Engineering from University of Roorkee, India (1973), Master of Technology in Geo-technical Engineering from Indian Institute of Technology, New Delhi, India (1983), P.G. Diploma from International Institute of Hydraulic & Environmental Engineering, DELFT, The Netherlands (1986) and P.G. Diploma in Computer Applications from Indira Gandhi National Open University, New Delhi, India (1994).
He is responsible for the overall supervision of the implementation of the WHYCOS Programme. He provides guidance to the team to ensure synergies and linkages with  other major WMO scientific and technical programmes. He also supports the WHYCOS International Advisory Group (WIAG).

Mohamed TAWFIK - Chief, Basic Systems in Hydrology Division

Mr Mohamed Tawfik joined WMO in September 1997 as scientific officer in the Hydrology Division. In October 2002, he was appointed as Chief, Hydrology Division. Before joining WMO he was working he was working as Senior Regional Advisor at the United Nations Economic Commission for Africa.
Mr Tawfik has a B.Sc degree in Civil Engineering from Ain Shames University, Cairo (1970), and a master degree in Hydrology from Padova University, Italy (1973).
He is responsible for the overall coordination of the HYCOS projects and he is directly responsible for the development and implementation of Niger-HYCO, Volta HYCOS, SADC-HYCOS II, Pacific-HYCOS, Congo HYCOS and Carib-HYCOS.

Tommaso ABRATE - Scientific Officer

Mr Tommaso Abrate joined WMO in 1994 as Junior Professional Officer in the Technical Cooperation Department. In 1997 he moved to the Hydrology and Water Resources Department and since then has been working in support of the WHYCOS programme, notably with the Med-HYCOS and AOC-HYCOS projects. Currently, he is involved in the development of Senegal-HYCOS, Congo HYCOS and Sava-HYCOS. He holds a B. Sc in geology from Turin University in 1988, a postgraduate diploma in environmental engineering from Turin Polytechnic in 1991 and a M. Sc. in hydrology and hydrogeology from University Paris VI “Pierre et Marie Curie” in 2007.

Datius RUTASHOBYA - Scientific Officer

Mr Datius Rutashobya joined WMO in 2005 as scientific officer. He began his career in 1976 as Assistant Hydrologist with the Ministry of Water Development and Power in Dar-es-Salaam (Tanzania). In 1985, he was appointed Hydrologist with the Ministry of Water, Energy and Minerals, becoming Senior Hydrologist in 1991 and Principal Hydrologist in 1993. He has a B.Sc. in Hydrology from the University of Dar-es-Salaam in 1976; a postgraduate diploma in Hydrological Engineering from IHE, Delft (The Netherlands) in 1978, and an M.Sc. in Hydrology from the National University of Ireland, Galway, in 1981.
He is responsible for the development and implementation of Lake Chad-HYCOS and IGAD HYCOS.

Giacomo TERUGGI - Junior Professional Officer

Mr Teruggi worked with WMO from July 2004 until August 2007 as an intern and consultant in the Hydrology and Water Resources Department. Within the framework of cooperation between WMO and the Italian Government, he has been appointed in November 2007 as Junior Professional Officer in the Hydrology Division. Mr Teruggi has a degree in environmental engineering from Pavia University, Italy (2003), and a master in hydraulics and a higher diploma in hydraulics from the École nationale supérieure d’électrotechnique, d’électronique, d’informatique, d’hydraulique et des télécommunications, Toulouse, France (2003). He supports the development and implementation of all HYCOS projects in Africa.

Wolfgang GRABS - Chief, Hydrological Forecasting Division

Mr Wolfgang Grabs joined WMO in December 1999. Before joining WMO he was working with the Global Run-off Data Center in Koblenz, Germany and he has extensive experience in working in Africa and Asia. He is responsible for the development and implementation of Mekong HYCOS and Arctic-HYCOS and the development of Hindu-Kush-Himalaya-HYCOS

Gabriel ARDUINO - Scientific Officer

Mr Gabriel Arduino joined WMO in October 1996. He studied Civil Engineering and Hydraulics at Montevideo (Uruguay) and IHE Delft (The Netherlands). Before joining WMO he worked under different responsibility with the Ministry of Transport and Public Works of Uruguay. He also worked as a consultant on issues connected with hydraulic engineering and water resources both in Uruguay and other South American countries. In November 1995, he was appointed Professor of the Institute of Fluid Mechanics and Environmental Engineering (IMFIA) of the Engineering Faculty of Montevideo.
He is responsible for development of HYCOS proposal in the Americas (RA III & IV)

Claudio CAPONI - Senior Scientific Officer

Mr Claudio Caponi joined WMO in December 1997. Before joining WMO, he held various positions in the field of hydrology and environment, including that of Director General of Environmental Information for the ministry of Environment and Natural Resources of Venezuela. He holds a degree in hydrometeorology from Central University of Venezuela, Caracas, and a degree in applied hydrology from IHE Delft (The Netherlands). He is responsible for the training aspects of HYCOS project and harmonization with other WMO initiatives in Capacity Building.
